Abstract
近年來，應急能力指標建設側重于正向方面，難以有效發揮政府應急能力，在應對事故和災害方面仍存在問題。為進一步完善現有地方政府應急處置能力評估方法，本文首先對事故調查報告進行結構化處理，不同類別的事故應急處置能力聚焦于不同方面。其次，基于WSR系統方法論，結合危機生命周期理論，構建橫向的“物理理性人”視角，引入縱向防備、處置和救援的全過程恢復重建，支撐影響地方政府應急能力的因素分析框架。對100份事故調查報告進行三級編碼，識別出領導決策與行為機制、物質原則、應急管理與過程機制等影響地方政府應急能力的多個關鍵因素，并將其納入物質因素和人為因素三個核心類別。構建了地方政府應急處置能力評價指標體系，并確定了權重，最后介紹了案例驗證結果導向指標體系與以往正向建設指標體系的差異。結論表明，該評價指標能夠合理評價當前地方政府應急能力水平，與以往的積極指標相比更加成熟。
