Safety culture is the ideological leadership to grasp the work of safety production, and plays an important role in promoting the safety governance system and enhancing the safety governance capacity. The safety culture construction of coal mining enterprises is the foundation and guarantee of their safe production, but the current situation of coal mine safety production in China is still severe. Based on the SOR theory, this study constructs a model to analyse the safety production of coal mines in the city from three aspects: social environment, safety culture and safety production. Through the questionnaire survey of 330 coal miners, the empirical results show that:(1) the social environment positively influences the safety material culture, safety behaviour culture and safety system culture. (2) Safety material culture, safety behaviour culture and safety system culture positively influence safety spirit culture. (3) The safety spirit culture has a positive influence on coal mine safety production. For this reason, coal mine safety production can be continuously explored and promoted in terms of optimising the environment, regulating behaviours, improving the system and thickly planting concepts.
